Dirty Public Area Stairways

Tenants complained of a reduction in building-wide services. Among other things, tenants claimed that public area stairways were dirty. The DRA ruled for tenants and reduced their rents. Landlord appealed, pointing out that one DRA inspection report found the area in question to be clean. The DHCR ruled against landlord. Landlord had an ongoing responsibility to keep the public area stairways clean. Two later inspections found the area to be dirty.
