Stained Public Area Carpets Not Minor Condition

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents. Landlord later applied for restoration of rents based on repairs made in compliance with the order. The DRA ruled against landlord, denying its application. Landlord appealed, claiming that the stained stairwell carpet on the second floor was a minor condition and shouldn't have been the been grounds for denying its application. Public area carpets were cleaned in the lobby and first floor. The DHCR ruled against landlord. The second-floor carpet condition wasn't minor.
