Damaged Gutter and Missing Section of Gable Window

Tenant complained of a decrease in required services. He claimed that hornets and small animals got into the building from damaged areas of the roof and gutters. The DRA ruled against tenant, finding the condition to be minor. Tenant appealed and won. The gutter, pulling away from the roof, and the missing section in the gable window showed decreased services. These weren't minor conditions. A four-foot section of the gutter pulled away from the wall.
