Tenant's Name Missing from Intercom Directory

Tenant complained of a reduction in services because his name wasn't listed in the building intercom directory. Landlord claimed that this was a minor item and didn't warrant a finding of decreased services. Landlord also argued that tenant should have filed a building-wide service complaint form, not an individual apartment service complaint form. The DRA ruled for tenant. Landlord appealed and lost. Tenant had used the right form to complain. And this wasn't a minor service decrease. Tenant was entitled to be properly identified in the directory connected to the intercom system.
