Venetian Blind Cord Not Required

Tenant complained of a reduction in services. The DRA ruled for tenant. Among other things, the DRA ordered landlord to repair a frayed venetian blind cord in tenant's apartment. Landlord appealed, pointing out that this wasn't part of tenant's complaint. The DHCR ruled for landlord. Tenant didn't complain about a venetian blind cord. And replacement of venetian blind cords isn't a service that landlord is required to provide.
