Landlord Must Re-Cord Venetian Blinds

Tenant complained of reduced services, claiming that the venetian blinds needed repair. Landlord argued that tenant was responsible for the blinds since they belonged to tenant. The DRA ordered a rent cut, and landlord appealed. Landlord loses. The lease and the sales brochure for the building both indicate that the blinds are included in tenant's rent, and that landlord is responsible for re-cording the blinds if needed.
