Venetian Blinds

Tenant complained of a reduction in services based on landlord's not maintaining venetian blinds in his apartment. Tenant claimed that landlord had removed the blinds to install new windows and hadn't replaced them. The DRA ruled for tenant, and landlord appealed, claiming that it wasn't responsible for the venetian blinds, but that it had given tenant a credit to replace them. The DHCR ruled against landlord. Landlord didn't dispute that blinds were provided to tenant by prior landlord.

Landlord didn't dispute that blinds were provided to tenant by prior landlord. And, in a previous 1985 DHCR decision, the agency had already ruled that venetian blinds were a required service for this apartment.
