Window Shades and Venetian Blinds Not Required

Landlord asked the DHCR if he was required to provide window shades and/or venetian blinds to rent-regulated tenants if these items were never provided before. In an opinion letter, the DHCR said ``no.'' In general, the base date for required services in rent-stabilized apartments is either May 31, 1968, or May 29, 1974. If shades or blinds weren't provided on either of these dates or at any time thereafter, landlord isn't required to provide them now.
