TV Reception Problem

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent based on a broken intercom and defective TV antenna connection. Landlord later applied for rent restoration based on restoration of services. The DRA ruled against landlord but found that the TV antenna had been fixed. Tenant appealed, claiming that the DHCR inspector had found her television reception to be unacceptable. The DHCR ruled for tenant. Although an inspection showed that the master TV antenna had been reconnected, tenant's TV reception still was hazy on all channels.
