Heating Problem Not Temporary

Landlord appealed, claiming that any heating problem was caused by a temporary system breakdown, which was fixed within a reasonable amount of time. The DHCR ruled against landlord. The DRA's order was based on an HPD heating violation, which hadn't been lifted.So landlord couldn't say the problem was temporary.
