Tenant Complained About Electric Plug Problems

Tenant complained of a reduction in services based on problems with the electric plugs. The DRA found that the kitchen outlets weren't functioning and reduced tenant's rent. Landlord appealed, claiming that tenant hadn't complained about the kitchen outlets. The DRA ruled against landlord. Tenant's complaint didn't state the room in which the electric plug problems were occurring. But having been notified that there was a problem, landlord should've investigated and taken appropriate action.
