Landlord Didn't Correct Radiator Problem

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Among other things, the DRA found a problem with tenant's radiator. Landlord appealed, claiming that the loose radiator had been repaired. The DHCR ruled against landlord. Landlord did install new radiator valves and replace the steam pipes. But this work didn't necessarily fix the problem of a loose radiator. That's what tenant complained about, and an inspection confirmed that this condition still existed.
