Tenant Canceled Improvements Inspection

Tenant complained of a rent overcharge. Landlord claimed that it made individual apartment improvements before tenant moved in. Tenant argued that certain improvements weren't made and said that he installed kitchen cabinets that were the same as the ones landlord installed for much less than landlord's claimed cost. The DRA ruled against tenant. Tenant appealed and lost. Tenant had canceled a DHCR inspection of apartment improvements. So it wasn't possible to verify tenant's claims. And landlord submitted sufficient proof of the cost of the kitchen cabinets it had installed.
