Tenant Installed Air Conditioner

Landlord applied for an increase in rent-controlled tenant's rent based on tenant's installation of an air conditioner. Electricity wasn't included in tenant's rent, and the air conditioner extended beyond the window line. The DRA ordered an inspection, but tenant didn't keep the appointment. The DRA then ruled for landlord and increased tenant's rent by $5.00 per month. Tenant appealed, claiming that he didn't get sufficient notice of the DRA inspection. The DHCR ruled against tenant. The notice to tenant stated that there would be no second chance to provide access.
