Inspection Showed Landlord Made Individual Apartment Improvements

Tenant complained of a rent overcharge. Landlord claimed that it had made improvements costing $23,000 to tenant's apartment before tenant moved in. Landlord said there was no overcharge. The DRA found no overcharge. Tenant appealed and lost. A DHCR inspection showed that landlord had done all of the work it claimed, except installing one light fixture, one electrical wall outlet, a new stove, and a bathroom sink. The DRA disallowed $3,000 from landlord's claimed costs and properly granted a rent increase of $500 per month for the 1/40th improvements that landlord proved were made.
