Landlord Must Provide Washer/ Dryer Service

Tenant complained of reduced services based on landlord's removal of a washer and dryer from the basement. The DRA ruled for tenant. Landlord appealed, claiming that the machines had belonged to prior landlord and that they were merely moved into the basement during renovation before discarding. The DHCR ruled against landlord. The DHCR didn't believe landlord's claim. Tenants had stated that the washer and dryer were installed in the basement 15 years ago by prior landlord for landlord and tenants' use. And tenant submitted pictures showing that the machines had been hooked up for use.
