Washers and Dryers Weren't Working

Tenants complained of a reduction in building-wide services. They claimed that the washing machines and dryers provided in the building weren’t working. The DRA ruled for tenants and reduced their rents. Landlord appealed and lost. Landlord claimed that the machines were provided by an independent contractor and were never a service provided by landlord. Landlord also pointed out that the tenants’ representative didn’t sign the complaint form, and that tenant’s signature on the complaint didn’t match the signature on tenant’s lease.
