Landlord Must Provide Screens

Tenant complained of reduced services, claiming that landlord didn't provide a screen for one of her windows. The DRA cut tenant's rent, and landlord appealed. Landlord argued that screens weren't a base date service. Tenant argued that there were screens on all her windows when she moved in May 1980. She also claimed that landlord had removed the screen in the bedroom window to repair it, but hadn't replaced it. Tenant wins. Since there were screens on all the windows except one, they were probably a base date service.
