Landlord Must Provide Screens

Landlord applied for MCI rent increases based on the installation of new windows building-wide. The DRA ruled for landlord. Two tenants appealed. They claimed that they had to buy new screens after landlord replaced the windows and that they didn't want new windows anyway. The DHCR ruled that the MCI increase was proper but that landlord should provide screens or reimburse tenants for the cost of screens needed to fit the new windows.
