Landlord Can Discontinue Screen and Fireplace Services in Exchange for Rent Cut

Landlord asked the DHCR for permission to decrease certain services from tenant's rent-controlled apartment. Landlord wanted to eliminate the fireplace, gas stove, and window screens. The DRA ruled that landlord could discontinue these services in exchange for a $21 rent cut. Landlord appealed, claiming that no rent cut should be required because the screens and fireplace weren't base date services. The DHCR ruled that the screens and fireplace were base date services included in the rent. So the DRA correctly cut the rent in exchange for the elimination of these services.
