Landlord Didn't Repair Leak

Tenant complained of a reduction in services based on a leak in his bedroom wall. The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration, claiming that the condition had been corrected. Tenant said the wall had been scraped and painted, but he didn't know if the leak was fixed. An inspection showed that the wall was still wet. The DRA denied landlord's rent restoration application. Landlord appealed and lost. Since landlord hadn't corrected the source of the leak into the bedroom, the condition still existed, and the DRA properly denied landlord's rent restoration application.
