Landlord Didn't Make Required Repairs

An inspection confirmed these conditions. The DRA ruled for tenant, and reduced his rent. Landlord appealed, claiming that repairs had been made. Tenant admitted that pointing work had been done, but claimed that the leaks still persisted and that the damaged ceilings were never repaired. The inspection also showed that the repairs weren't made. The DHCR ruled against landlord.
