Landlord Didn't Make Required Repairs

Tenant in Mount Vernon complained of a reduction in services. Tenant claimed there was water damage to the ceilings in both bedrooms and the kitchen, and that his apartment doorbell didn't work. An inspection confirmed these conditions. The DRA ruled for tenant, and reduced his rent. Landlord appealed, claiming that repairs had been made. Tenant admitted that pointing work had been done, but claimed that the leaks still persisted and that the damaged ceilings were never repaired. The inspection also showed that the repairs weren't made. The DHCR ruled against landlord. Even if landlord took some steps to correct the complained-of conditions, the required repairs weren't done.
