Landlord Didn't Repair Leak

Tenant complained of a reduction in services based on repeated ceiling leaks. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that the leak had been repaired before tenant's complaint was filed. The DHCR ruled against landlord. Tenant complained of recurring leaks. Two DHCR inspections were conducted after tenant filed his complaint. At the first one, there was a damp spot on tenant's ceiling. At the second inspection a few weeks later, the ceiling was cracked. So there was proof that the ceiling leaks continued and hadn't been repaired.
