Landlord Didn't Fix Garage Ceiling Leak

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants based on a garage leak condition. Landlord later applied for rent restoration based on the restoration of services. The DRA ruled against landlord, who appealed and lost. Inspection showed that the first-floor garage ceiling above one parking space had a small leak, that an aluminum pan was connected to the PVC pipe secured to the wall below the leak-damaged ceiling to divert leaking water away from the parking space, and that the floor under another parking space was slightly pitted in areas.

The leak was undeniably still occurring, as shown by the leak-damaged ceiling and the landlord's installation of an aluminum pan to catch dripping water.
