Inadequate Lighting

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents. Among other things, the DRA found inadequate lighting in the main entranceway of the building. Landlord appealed, claiming that the lighting was controlled by a photo-sensitive automatic eye and that, in all probability, the inspection was conducted when the lights were not needed. The DHCR ruled against landlord. The inspector's report stated that four light fixtures near the main entrance gate were inoperative. The three lights on the side of the column weren't on, as required.

The three lights on the side of the column weren't on, as required. The inspector also noted that even if the lights worked by sunlight or electricity, it was so dark that he couldn't read the time.
