Inadequate Ventilation Isn't Building-Wide Problem

Tenants complained of a reduction in building-wide services. They claimed that the building had inadequate ventilation. The DRA ruled against tenants after an inspection showed that rooftop ventilating fans and hallway vents were working. The DRA only reduced the rents of a few tenants of apartments where an inspection found that the vents weren't working. Tenants appealed and lost. The DRA's decision was proper. There was no building-wide problem with ventilation. The rooftop fan and common area vents all worked at the time of inspection. Vents in a number of apartments also were working.
