Inadequate Lighting in Lobby

Tenant complained of a reduction in services based on inadequate lighting in the main entrance, building lobby, and hallway. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that there was sufficient lighting during the day from sunlight coming through large windows. He kept the lights on from 4 pm to 7:30 am. Landlord said that the day of inspection was a dark, cloudy day, and that because tenant painted his apartment door black, things seemed darker. The DHCR ruled against landlord.
