Defective Entrance Door Handle and Other Conditions Not Minor

Tenants complained of a reduction in building-wide services based on a number of conditions. The DRA ruled for tenants based on findings that the building entry door, front pathway, mailboxes, intercom directory, and laundry room washer weren't being maintained. Landlord appealed, claiming that all of these conditions were minor and didn't warrant a rent reduction. The DHCR ruled against landlord. The building entrance door handle didn't work properly. This wasn't a minor condition. It affected building security.

Having incorrect names or no names on the intercom directory wasn't a minor condition because it prevented visitors from locating tenants. A broken laundry room washer also wasn't a minor condition.
