Broken Mailbox and Other Conditions Not Minor

Rent-stabilized tenant complained of a reduction in services. The DRA ruled for tenant and reduced her rent. Landlord appealed, claiming that tenant sought relief for the same conditions in a housing court case and that they were minor conditions not warranting any rent reduction. The DHCR ruled against landlord. The conditions tenant complained about to the DHCR weren't the same as those before the housing court. And they weren't minor conditions. The DHCR's inspector found that replacement tiles installed in the bathroom were dissimilar in color to the existing tiles.
