Defective Oven Door Handle

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced her rent based on a defective oven door handle. Landlord appealed, claiming that this was a minor condition, that tenant had agreed in writing to withdraw her complaint, and that landlord had completed all repairs before the DRA issued its order. The DHCR ruled for landlord. The defective oven door handle was a minor condition that didn't warrant a rent reduction.
