Water-Blistered Ceiling Is Minor Condition

LVT Number: 17527

Tenant complained of a reduction in services. The DRA ruled for tenant based on several conditions, including a water-blistered ceiling. Landlord appealed, claiming that since there were no active water leaks, this was a minor condition. The DHCR ruled for landlord and revoked the rent reduction. The inspection report stated that the ceiling was dry and that it didn't leak. So the water-blistered ceiling was a minor condition, and no rent reduction was warranted.
