Blistered, Water-Stained Walls Were Minor Condition

Tenants complained of a reduction in services based on several conditions. The DRA ruled against tenants based on an inspection that found that paint/plaster in the hallways, wallpaper in the hallways and the laundry room, garage windows, and roof were being maintained. Tenants appealed, claiming that these things weren't being maintained. The DHCR ruled against tenants. There were small areas where paint was peeling or blistering, or water-stained walls. These were minor conditions that didn't warrant any rent reduction.
