Ceiling Crack Wasn't Minor Condition

The DRA reduced tenant’s rent based on a reduction in services, and later denied landlord’s application to restore rent. Landlord appealed and lost. Inspection showed there was still a crack in the living room ceiling that was eight inches long with blisters along the edge of the crack. Landlord claimed that this condition was de minimis--that is, minor. But this wasn’t a hairline crack that could be considered a minor condition.
