Blistered and Water Stained Walls

Tenants complained of a reduction in building-wide services based on various conditions. The DRA ruled against tenants, finding that paint, plaster, and wallpaper in the hallways and laundry room were being maintained. Tenants appealed, claiming that the walls weren't waterproofed and still leaked. The DHCR ruled against tenants. Although the DHCR's inspector found one wall near the entrance to be blistered and water stained, this was a minor condition and there was no active leak.
