Water in Apartment Was Cold Enough

Tenant complained of a reduction in services. He claimed that landlord wasn't providing cold water to his apartment. The DRA ruled for tenant and reduced his rent. Landlord later applied for a rent restoration, claiming that cold-water service had been restored. The DRA ruled for landlord. Tenant appealed and lost. Tenant claimed that the water still wasn't cold and that the water temperature was 76.4 degrees Fahrenheit. The DHCR inspector found that the water temperature was 67.4 degrees. Tenant's rent had been properly restored.
