Landlord Provided Sufficiently Cold Water

Tenant complained of a reduction in services. He claimed that cold water in his apartment was too warm. The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration based on restoration of services. The DRA ruled for landlord. Tenant appealed and lost. Tenant claimed that the water temperature was over 76 degrees Fahrenheit. But the DHCR inspector found that the cold water temperature was 67.4 degrees and that there was no longer any reduction in cold water service.
