Tenant's Cold Water Complaint Reopened

Rent-stabilized tenant complained of a reduction in services based on lack of cold water in his kitchen sink. The DRA ruled for tenant and reduced his rent. The DRA later granted landlord’s application to restore rent. Tenant appealed, and the case was reopened. Tenant claimed that the cold water problem continued and that the water generally was 75 degrees Fahrenheit or higher. Tenant kept a personal log of the high temperature. And the DHCR’s inspector didn’t measure the water temperature. The case was sent back for further fact-finding.
