Useless Elevator Mirror

Tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents. Among other things, an inspection showed a defaced and useless elevator mirror. Landlord appealed, claiming that the condition of the elevator mirror wasn't a proper reason for a rent reduction. The DHCR ruled against landlord. The elevator mirror is a security measure, which landlord wasn't properly providing.
