Tenants Didn't Complain About Roach Infestation

Tenant complained of a reduction in building-wide services. He claimed that the elevator didn't work properly and that accumulated garbage had caused an infestation of flies. An inspection showed no problems with the elevator and no garbage accumulation. But, the inspector did find proof of roach and rodent infestation. The DRA reduced rents of all rent-controlled tenants in the building based on the inspector's report, and landlord appealed. The DHCR ruled for landlord and revoked the rent cuts. Tenant complained of garbage in the incinerator room and the rear yard.
