Tenant Didn't Complain About Door Lock

Tenant complained of a reduction in required services in his apartment. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that the rent was reduced for an item tenant didn't complain about. The DHCR ruled for landlord. Tenant had complained about broken glass in the vestibule door. The rent was reduced based on an inspector's finding that the vestibule door lock wasn't working properly.

Since tenant hadn't complained about the door lock, it was error to reduce tenant's rent for that reason.
