Tenant Didn't Complain About Second Toilet

Tenant complained of reduced apartment services. Tenant claimed that landlord didn't maintain the toilet in the main bathroom. An inspection showed that the top surface of the toilet in the second bathroom was cracked and that the water pressure in the toilet in the main bathroom needed adjustment. The DRA ruled for tenant, and cut his rent. Landlord appealed, arguing that tenant hadn't complained about the toilet in the second bathroom. The DHCR agreed, and ruled for landlord. The rent cut was revoked.
