Tenant Didn't Complain About Rats

Tenant complained of a reduction in services based on rat holes behind the sink in his kitchen. The DRA ruled for tenant after an inspection found rat droppings in the kitchen. Landlord appealed, claiming that tenant didn't complain about rats in the apartment, only about rat holes. Landlord also pointed out that tenant had refused extermination service the last 17 times that the exterminator had visited the building. The DHCR ruled for landlord.
