Tenant's Complaints About Rusty Water Should Go to HPD

Rent-stabilized tenant complained of a reduction in required services based on various conditions in his bathroom. The DRA ruled for tenant and reduced his rent. Tenant appealed, claiming that the water pressure in the apartment sinks and shower also was erratic, and that the water was rusty. The DHCR ruled against tenant. DHCR inspection showed that the water pressure in the shower and three bathroom sinks was adequate. Also, any further issues concerning low water pressure or rusty water should be referred by tenant to HPD.
