Tenant Complained About Dirty Water

Tenant complained of a reduction in services based on dirty tap water. The DRA ruled for tenant and reduced her rent. Landlord appealed, pointing out that it had replaced plumbing and installed a water filtering system to insure the safety of the drinking water. Landlord had environmental tests done to confirm that the water was safe to drink. The DHCR ruled for landlord. The DHCR wasn't really equipped to determine whether the water was clean. Any drinking water complaints should be raised before the proper city agency.
