Rusty Pipe

Tenant complained of a reduction in services based on a number of conditions. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that no rent reduction should be based on a rusty pipe. The DHCR ruled for landlord on this issue. A plumbing pipe that has no leaks isn't a basis for a rent reduction. The other conditions, such as cracked walls and slanty floors, did show that repairs were needed. So the rent cut remained in place.
