Leaky Cold Water Pipe

Tenant complained of a reduction in services based on a leaky cold water pipe under the kitchen sink. The DRA ruled for tenant and reduced her rent. Landlord appealed, claiming that the kitchen sink and pipes were replaced before the DHCR inspection and that, to the extent there was any leak, it was quickly corrected. The DHCR ruled against landlord. An inspection showed that the cold water pipe was leaking under the kitchen cabinet. There was no proof that new pipes were installed before this inspection or that the leak was corrected on or before the inspection date.
