Tenant Didn't Sign Complaint

Tenant had to move out of the apartment after a fire. The DRA ruled for tenant and reduced his rent to $1 per month. Landlord appealed, pointing out that tenant didn't sign or file the complaint and that tenant had died while the complaint was pending. The DHCR ruled for landlord. Tenant's complaint was signed by an unknown person who wrote tenant's name above signature.
