Ten Tenants Didn't Sign DHCR Complaint

Tenant complained of a reduction in building-wide services. The DRA ruled for tenant based on boiler conditions and reduced the rents of 11 building tenants. Landlord appealed, claiming that only one tenant filed the complaint. The DHCR ruled for landlord. The rent reduction remained in effect for the complaining tenant. But it was revoked for the other 10 tenants since they didn't sign the complaint and there was no indication in tenant's complaint that they even knew about it.
