Tenant Didn't Sign Complaint

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced her rent. Landlord appealed, claiming that tenant didn't sign the complaint. Instead, the complaint was signed by another person who wasn't a tenant. Landlord had also pointed this out to the DRA. The DHCR ruled for landlord and revoked the rent reduction. The person who signed the complaint wasn't a tenant and tenant didn't sign the complaint.
