Tenant Didn't Sign Complaint

Tenants complained of reduced building-wide services. The DRA ruled for tenants, and cut their rents. The DRA then amended the order to add one tenant to the list of those who'd gotten rent cuts. Landlord appealed, claiming this was unfair because the added tenant didn't sign the original complaint. The DHCR ruled for landlord. Tenant claimed he'd signed the original complaint. But tenant's signature didn't appear on the ``Supplemental Signature and Affirmation'' attached to the complaint. Tenant wasn't entitled to a rent cut.
